VPN program allowed?

hi, i'v found a VPN program, but before using i would like to know if is allowed or not. Here is how to set up. Could someone tell me if is legal here?

I'm in search for a good program for the ping, the server as everyone said seems in France, i'm in Italy and i should get really good ping, as this screen seems to give me:

But for a strange reason in game the feeling is like 250ms ...
And why i have 2x archeage.exe when i do have only one running?
